The government set the official price of chicken meat at Rs461 per kilogram after reducing the notified rate by Rs22. However, retail outlets still charge between Rs520 and Rs570 per kilogram. Potatoes, officially priced between Rs27 and Rs30, are being sold at market rates of Rs50 to Rs70. Tomatoes, listed at Rs130 to Rs180, are trading for Rs250 to Rs300. Onions also surpass their maximum allowed prices, with retail prices hitting Rs200 to Rs220.
This pattern of price differences extends to other common foods. Spinach, officially valued between Rs57 and Rs60, has been selling for as high as Rs120. Farm cucumbers, with an official range of Rs85 to Rs90, are being sold for up to Rs150. Fruit prices exhibit some of the most substantial gaps, with certain types of dates officially priced between Rs310 and Rs435 per kilogram, yet retail prices range from Rs800 to Rs2,400.
Inflation Strains Household Budgets
Pakistan Bureau of Statistics data indicate that annual consumer inflation reached 11.1% in August, up from 9.2% in July. Urban inflation stood at 10.4%, while rural inflation was at 12.2%. The same agency recorded an 8.62% yearly increase in its weekly sensitive price index through September 10. Onion prices surged by 125.52% from the previous year. LPG increased by 55.42%, diesel by 45.26%, petrol by 39.10%, and wheat flour by 30.18%.
On September 14, the federal government approved targeted fuel subsidies via the Economic Coordination Committee. Under this program, eligible users of two-wheelers and three-wheelers will receive Rs500 weekly. Car owners with engines up to 800cc will get Rs1,000 every ten days. Assistance is limited to non-commercial vehicles and one vehicle per owner. The Ministry of IT and Telecom will manage payments through the digital Fuel Pass System used for this purpose.
Educational Inequalities Persist Amid Broader Economic Pressure
Data from the Pakistan Bureau of Statistics also reveal significant gaps in education nationwide. The literacy rate for people aged 10 and older stands at 63%. Male literacy is 73%, compared to 54% for females. Urban areas have a literacy rate of 74%, whereas rural regions are at 55%. Punjab reports a literacy level of 68%. According to recent household indicators, 28% of children aged five to 16 are not in school.
In fiscal 2025, public investment in education reached Rs962 billion, accounting for 0.8% of the gross domestic product. The out-of-school rate in Punjab is 21%. While these figures do not directly connect educational attainment to the violation of retail price regulations in Lahore, they highlight another serious social issue alongside rising household expenses. Despite the official issuance of commodity prices by Punjab authorities, consumers in Lahore continue to encounter significant differences between the notified rates and the prices actually charged in local markets.
