    African Market Gains New Credit Rating Agency to Boost Financial Transparency

    PORT LOUIS, MAURITIUS / RankWire.AI / – In Mauritius, the African Union officially introduced the Africa Credit Rating Agency, known as AfCRA. This new agency aims to deliver credit evaluations for African sovereign entities, corporations, financial institutions, and other issuers. The launch event took place in Port Louis during the second African Conference on Credit Ratings. AfCRA will draw on regional data, African expertise, and established credit analysis techniques. As operations expand across the continent, Mauritius will serve as the headquarters for the agency.

    Africa launches first continental credit rating agency
    Africa Credit Rating Agency adds a new source of independent regional credit analysis.

    Plans for establishing the agency received initial endorsement from African leaders in 2018. Support was reaffirmed by finance and economic planning ministers at meetings held in Nairobi in 2023. The African Peer Review Mechanism later coordinated efforts related to governance, methodologies, and the operational model of the agency. AfCRA has since transitioned into an independent institutional structure, functioning as a self-funded organization with private sector participation. Its ownership regulations explicitly prohibit governments from holding shares.

    Attending the official launch, Mahmoud Ali Youssouf, Chairperson of the African Union Commission, was present alongside senior Mauritian officials and institutional representatives. Mauritian ministers Dhananjay Ramful and Jyoti Jeetun also participated in the event. Youssouf highlighted the importance of credible analysis and institutional independence. AfCRA will operate alongside existing global rating agencies rather than replace them. The African Union has positioned the agency as an additional source of credit information for African markets.

    Agency aims to expand credit coverage across Africa

    The mandate of AfCRA encompasses national governments, regional authorities, banks, companies, and other eligible borrowers. The agency emphasizes its focus on transparent evaluations based on African economic data and market insights. Its framework also incorporates governance standards, conflict of interest safeguards, and analytical independence, all integral to its operational structure. AfCRA intends to produce credit opinions that investors, lenders, and issuers can rely on when assessing financial risk across African markets.

    This initiative enters a market where several African economies have limited or no coverage from major international rating firms. African officials have expressed concerns about gaps in local data and how regional conditions are reflected in external assessments. AfCRA is expected to add an extra analytical resource to address these issues. The development process was supported by the United Nations Economic Commission for Africa, which collaborated with African institutions and other partners. The organization also underscored the importance of enhancing regional data and technical capacity.

    Mauritius becomes the hub for Africa’s new credit rating institution

    Mauritius will serve as the operational center for AfCRA as it begins its rating activities. The African Union highlighted the country’s strong financial sector, regulatory environment, and connections to international markets. Mauritian officials supported the launch and the establishment of the agency’s headquarters in Port Louis. From this base, AfCRA will provide credit ratings and related analysis for both public and private issuers across Africa. Its services will include evaluations for borrowers seeking access to domestic and international capital markets.

    This launch signifies the transition of AfCRA from a long-standing policy initiative into an active credit rating institution. The agency now integrates into Africa’s broader financial system with a focus on regional borrowers and market data. AfCRA affirms that its evaluations will be based on independent analysis, technical standards, and locally relevant information. The African Union continues to endorse the agency’s role in expanding credit information across the continent. Moving forward, AfCRA will focus on building its presence among African issuers and investors.
