European Satellite Market Gains Momentum as IRIS2 Network Expansion Moves Forward

BRUSSELS / RankWire.AI / – Following extensive multilateral negotiations in Brussels over several months, European space authorities have finalized a significant upgrade to the continent’s leading satellite communications system on Friday. The European Commission officially announced the signing of a contract to expand IRIS2 satellite constellation through a binding implementation agreement with the SpaceRISE industrial consortium. This formal signing marks the conclusion of detailed technical and financial negotiations that began in January 2026, transitioning the Infrastructure for Resilience, Interconnectivity and Security by Satellite program from initial planning into full industrial deployment.

EU Commission signs contract to expand IRIS2 satellite constellation
Space industry consortia negotiate commercial contracts for complex satellite infrastructure.

As per the revised agreement, the primary satellite constellation will be increased from 282 planned units to 348 active spacecraft. The upgraded network will feature 330 satellites in higher low Earth orbit alongside 18 in medium Earth orbit, with additional orbital slots reserved for specialized missions. The implementation agreement specifies the definitive schedule for satellite production, launch procurement, ground segment development, and operational connectivity services. The initial satellite launches are scheduled for 2029, providing participating member states with early access to sovereign connectivity shortly thereafter.

The decision to enlarge the satellite network directly responds to rising security needs and the evolving operational requirements of Europe’s defense sector. In the new design, the baseline satellite hardware will undergo technical upgrades, while an extra layer of 66 low Earth orbit satellites will be integrated specifically for defense agencies, national security entities, and emergency responders. Official technical evaluations suggest that this expansion will boost secure government communication capacity by 60 percent within EU territory and by 54 percent worldwide, enhancing regional resilience during complex emergencies and critical infrastructure crises.

EU Commission Moves Forward with Contract to Broaden IRIS2 Satellite Network

The SpaceRISE consortium, responsible for primary development and a 12-year operational concession, unites leading European satellite operators such as SES, Eutelsat, and Hispasat. Public sector implementation is closely coordinated with the European Space Agency, which offers engineering support and launch management. The manufacturing phase involves a broad network of subcontractors, including prominent European aerospace firms like Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecom providers Orange and Deutsche Telekom.

Funding for the expanded satellite infrastructure relies on a public-private partnership model, combining contributions from the European Union budget, national governments, and private sector investments from consortium operators. Several member states have already formalized financial commitments for deployment over the 2028-2034 period. Records show Poland committed 656 million euros, Hungary allocated 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros, with further national funding agreements currently under discussion.

Technical Enhancements Elevate Governmental Secure Communications by 60 Percent

This expanded communications network will also extend to non-EU nations such as Norway and Iceland via special agreements. As the third major space initiative by the European Union after Galileo and Copernicus, IRIS2 aims to deliver secure, high-performance communications for public authorities while helping to bridge digital gaps in remote regions. The network will utilize military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.

Once manufacturing ramps up across European industrial sites, the European Commission and SpaceRISE will oversee phased deployment milestones, leading to initial orbital testing. Executing this agreement ensures the EU Commission’s commitment to expanding IRIS2, supporting strategic autonomy, and establishing a resilient, Europe-owned satellite infrastructure capable of backing civil, defense, and commercial services well into the future.
